You can choose to deploy the installable cloud app (including the static files and PowerServer Web APIs) in an automatic or manual way.

You can directly deploy to the specified IIS website from the PowerBuilder IDE.

You can deploy to a folder first and then manually copy the folder's content to the IIS web site.
After that, the IIS process manager will automatically launch the Web APIs when requests are made to access the Web APIs.
Although you don't need to start the Web APIs manually, you can verify the Web APIs by following the instructions in the section: Verifying the Web APIs.
