This error means the Web APIs were unable to be started by Elastic Beanstalk.
The Events tab shows any of the following messages:

Instance deployment failed. For details, see 'eb-engine.log'. -
Command failed on instance. Return code: 1 Output: Engine execution has encountered an error.. -
Unsuccessful command execution on instance id(s) 'i-0288efa6134ff723b'. Aborting the operation. -
Failed to deploy application.
