PBVM190.DLL is either not designed to run on Windows or it contains an error

Symptom

When starting the application, you get this error. The application runs fine in PowerBuilder IDE, and the issue only happens in a runtime environment.

Cause

All DLLs are blocked in Citrix or some special environment.

Solution

Have the Citrix team or admin unblock all DLLs.
