PBDOM changes

You will need to import pbdom.pbx to the application again, or add the pbdom220.pbd file to the PBL list.

To import pbdom.pbx to the application,

After that, verify pbdom_document contains the GetXMLDeclaration and SetXMLDeclaration functions.
