The PB.INI file has changed the location of Accessibility from [Data Window] to [Application] (with default value 0 indicating the accessibility feature is disabled for all controls including DataWindows).
[Application] ACCESSIBILITY=0
If you want to enable MSAA and Microsoft UI Automation, make sure to change the location and value of the setting in the PB.INI file.
