.NET 8 upgrade

Microsoft is going to end support for .NET 6 in November 2024, therefore, the PowerBuilder/InfoMaker/PowerServer/SnapDevelop features that used to work with .NET 6 have been upgraded to work with both .NET 6 and .NET 8.
