Like PowerBuilder, PowerServer Mobile (PB Edition) can be activated with an online license or an offline license, in the same process. And a user account should be assigned with the license on the Appeon Website before it can activate PowerServer Mobile.

Unlike PowerBuilder, PowerServer Mobile (PB Edition) is activated in AEM (as shown below).
