Improved the memory usage when opening a project in PowerBuilder IDE.

Improved the trigger mechanism of incremental build when running the project in PowerBuilder IDE. Added the option "Disable auto incremental build when running/debugging" under menu Tools -> System Options -> Workspace/Solution -> Build Solutions to disable incremental build when running or debugging a project.
