When you launch PowerBuilder, a message pops up indicating PBSHR170.dll is missing, and PowerBuilder failed to launch.
Reason: PBSHR170.dll is blocked and moved to quarantine by the AVG anti-virus software.
To resolve this issue, go to AVG -> Internet Security -> Quarantine menu, and restore PBSHR170.dll. Then PowerBuilder should be able to launch successfully.
